Chapter One: Introduction

1.1 Background of the Study
Drug abuse has emerged as one of the most critical social problems affecting the youth in many Nigerian communities, including Kaduna South Local Government Area (LGA), Kaduna State. The rise in drug use among young people has far-reaching consequences, including negative impacts on education, health, family structures, and overall community well-being. The local government, as the closest level of governance to the people, is positioned to play a crucial role in addressing this issue. Various strategies, such as awareness campaigns, rehabilitation programs, and community outreach, have been adopted by local governments to tackle the scourge of drug abuse among youths. However, the effectiveness of these efforts in Kaduna South LGA remains uncertain.

This study seeks to appraise the role of the local government in curbing drug abuse among the youth in Kaduna South. By assessing current initiatives and strategies, the study will highlight the strengths and weaknesses of the local government's interventions, as well as identify areas for improvement in combating the drug abuse epidemic.

1.2 Statement of the Problem
Despite various efforts to reduce drug abuse, the prevalence of this social issue remains high among the youth in Kaduna South LGA. Local government interventions in the form of rehabilitation programs, law enforcement efforts, and preventive education have not sufficiently addressed the root causes or curbed the rising trend of drug abuse. The lack of a coordinated approach, inadequate resources, and limited community involvement may be contributing to the ineffectiveness of existing strategies. This study, therefore, aims to evaluate the local government's role and the efficacy of its measures in curbing drug abuse among youths in the region.

1.3 Objectives of the Study

  1. To evaluate the effectiveness of local government policies and programs aimed at curbing drug abuse among youths in Kaduna South LGA.
  2. To identify the challenges faced by the local government in addressing youth drug abuse in the region.
  3. To assess the level of community participation and awareness in combating drug abuse in Kaduna South LGA.

1.4 Research Questions

  1. What are the main interventions by the local government to combat drug abuse among youths in Kaduna South LGA?
  2. How effective are these interventions in reducing the prevalence of drug abuse among youths in the region?
  3. What challenges does the local government face in curbing drug abuse, and how can these challenges be addressed?

1.5 Research Hypothesis

  1. Local government interventions in Kaduna South LGA have been largely ineffective in reducing youth drug abuse.
  2. Insufficient funding and inadequate community participation hinder the success of drug abuse prevention programs in the region.
  3. Expanding awareness campaigns and rehabilitation programs will significantly reduce drug abuse among youths in Kaduna South LGA.

1.6 Significance of the Study
This study will provide valuable insights into the role of local government in addressing youth drug abuse, an issue of critical importance to community development and public health. The findings will inform policy-making and contribute to the improvement of local government programs aimed at preventing and combating drug abuse in Kaduna South and similar regions.

1.7 Scope and Limitations of the Study
The study will focus on Kaduna South LGA, Kaduna State, and will evaluate the local government’s efforts in curbing drug abuse among youths. Limitations include potential difficulties in accessing relevant data from local government agencies and challenges in accurately measuring the long-term impact of intervention programs.

1.8 Operational Definition of Terms

  • Drug Abuse: The harmful or hazardous use of psychoactive substances, including prescription medications, illegal drugs, and alcohol, particularly among youths.
  • Local Government: The administrative body responsible for governance and service delivery at the grassroots level, including efforts to address public health issues.
  • Youth: Individuals within the age range of 15 to 35 years, who are typically the most affected demographic in terms of drug abuse.
